Health Insurance Companies

health insurance companies
Why do Liberals blame the high cost of health care on insurance companies?

The high costs originate with the health care providers.

Insurance companies actually fight with providers to keep costs down as much as possible. Why would the insurance companies want health care costs to be more expensive?

Do Liberals know the difference between health care providers and health insurance companies? If so why do you never hear them complain about what providers are charging in the first place?

I haven’t heard anyone blame insurance companies for the cost of health care charged by providers. I have heard some blame insurance companies for increasing the cost of insurance well beyond the rate of inflation.

The problem is that there really aren’t any effective ways in which to combat the actual costs of health care charged by the provider. We might decrease the cost of prescription drugs by negotiating with Big Pharma and allowing Americans to buy drugs from Canada, for example but that’s about it.

There really isn’t any way to decrease the price charged by a doctor or hospital. Our system doesn’t allow for any sort of market forces (which you would think republicans would be fighting for). You can try to shop around for the best price but your insurance may not let you and you won’t really find much difference in prices between providers, that is, if they even give you a quote.

So that only leaves price controls. Since I know Libs aren’t in favor of price controls on health care maybe that means conservatives are in favor of them.

The Economic Burden of Providing Health Insurance

The Economic Burden of Providing Health Insurance

$9.95

More than 60 percent of nonelderly Americans receive health-insurance (HI) coverage through employers, either as policyholders or as dependents. However, rising health-care costs are leading many to question the long-term viability of the employer-based insurance system. Concerns about the economic burden of providing HI are particularly acute for small businesses, which are both less likely than larger firms to offer HI and more sensitive to price when deciding to offer insurance. Small firms may have difficulty containing costs due to their limited bargaining power and their inability to hire experts skilled in negotiating with insurance companies. Further, while few recent studies have systematically explored differences in the quality of HI plans that small and large firms offer, small firms may offer health plans of lower quality. To better understand these issues, researchers from the Kauffman-RAND Institute for Entrepreneurship Public Policy (KRI) explored trends in the economic burden associated with HI provision, as well as the distribution of this burden, for small and large businesses. They also considered the quality of plans that small and large firms offer.

This study is part of a series of Tax Policy Studies produced by the Fiscal Affairs Division of the OECD. It examines the difficult area of applying income taxation to the life and property and casualty insurance industries. Particularly in the case of life insurance, OECD countries have pursued a variety of methods to try to tax the income arising in insurance companies. This study analyses the policy and technical problems that arise in designing an effective means of income taxation. In addition to outlining the general approaches used by OECD countries in this area, the authors have drawn upon their extensive practical experience in designing a tax system for the insurance industry in their home country. Based on this experience, they have addressed the major policy questions faced by tax policy-makers in this area and included a critical analysis of the various technical issues which arise in turning theory into practice.

Governing Mandatory Health Insurance

Governing Mandatory Health Insurance

$19.99

Although mandatory health insurance programs are being proposed or expanded in many developing countries, relatively little attention has been given to how these programs are governed. The available literature focuses almost exclusively on operational features that are important but will necessarily change over time—such as eligibility, benefit packages, and premiums. Governing Mandatory Health Insurance instead looks at the institutional and political forces that affect the behavior of such programs within their social and historical contexts and how five dimensions of governance—coherent decision-making structures, stakeholder participation, transparency and information, supervision and regulation, and consistency and stability—can influence the long-term performance of health insurance programs in terms of coverage, financial protection, efficiency, and sustainability. Governing Mandatory Health Insurance addresses these issues by drawing on the experiences of four countries—Chile, Costa Rica, Estonia, and the Netherlands. It shows how governance works in these countries and extracts lessons for developing countries with mandatory health insurance programs, focusing on the mechanisms for assuring solvency, financial protection, and health care services of good quality.

Deadly Spin: An Insurance Company Insider Speaks Out on How Corporate PR Is Killing Health Care and Deceiving Americans

$12.48

Wendell Potter is the insurance industry’s worst nightmare. In June 2009, Wendell Potter made national headlines with his scorching testimony before the Senate panel on health care reform. This former senior VP of CIGNA explained how health insurers make promises they have no intention of keeping, how they flout regulations designed to protect consumers, and how they skew political debate with multibillion-dollar PR campaigns designed to spread disinformation. Potter had walked away from a six-figure salary and two decades as an insurance executive because he could no longer abide the routine practices of an industry where the needs of sick and suffering Americans take a backseat to the bottom line. The last straw: when he visited a rural health clinic and saw hundreds of people standing in line in the rain to receive treatment in stalls built for livestock. In "Deadly Spin," Potter takes readers behind the scenes to show how a huge chunk of our absurd healthcare spending actually bankrolls a propaganda campaign and lobbying effort focused on protecting one thing: profits. Whatever the fate of the current health care legislation, it makes no attempt to change that fundamental problem. Potter shows how relentless PR assaults play an insidious role in our political process anywhere that corporate profits are at stake–from climate change to defense policy. "Deadly Spin" tells us why–and how–we must fight back. "Wendell Potter is a straight shooter–and he hits the bulls-eye here with an expose of corporate power that reveals why real health care reform didn’t happen, can’t happen, and won’t happen until that power is contained.–Bill Moyers "The recently passed health care bill did many good things, including make health insurance available to more Americans and restrain some of the most egregious practices of the health insurance industry. It also forced more people to become customers of that industry. What the bill did "not" do is reform the health care system. Wendell Potter explains why not, and what went wrong."–Howard Dean "Wendell Potter transformed the national debate over health care when he stood up and told the truth about the health insurance industry. By breaking the insurance industry’s code of silence and explaining to his fellow Americans how health insurance companies put profits ahead of patient care, Wendell showed extraordinary courage. The compelling story of Wendell’s conversion from a health care executive to an outspoken reform advocate is essential reading for anyone trying to understand the American health care system."–Senator Jay Rockefeller of West Virginia

Using Taxes to Reform Health Insurance

Using Taxes to Reform Health Insurance

$28.95

Few people realize that one of the nation’s largest health programs runs through the tax system. Reformers of all stripes propose to modify current tax rules as part of larger programs to increase coverage and control costs. Is the current system working? Will tax-based reforms achieve their goals? Several of the nation’s foremost experts on taxation and health policy address these questions in Using Taxes to Reform Health Insurance, a joint product of the Urban-Brookings Tax Policy Center and the American Tax Policy Institute.Led by respected economists Henry Aaron of the Brookings Institution and Leonard Burman of the Urban Institute, contributors examine the role taxes currently play, the likely effects of recently introduced health savings accounts, the challenges of administering major subsidies for health insurance through the tax system, and options for using the tax system to expand health insurance coverage. No taxpayer or consumer of health care services can afford to ignore these issues.

Health Insurance Services in Ukraine

Health Insurance Services in Ukraine

$195

How to Strategically Evaluate Ukraine. Perhaps the most efficient way of evaluating Ukraine is to consider key dimensions which themselves are composites of multiple factors. Composite portfolio approaches have long been used by strategic planners. The biggest challenge in this approach is to choose the appropriate factors that are the most relevant to international planning. The two measures of greatest relevance to health insurance services are “latent demand” and “market accessibility”. The figure below summarizes the key dimensions and recommendations of such an approach. Using these two composites, one can prioritize all countries of the world. Countries of high latent demand and high relative accessibility (e.g. easier entry for one firm compared to other firms) are given highest priority. The figure below shows two different scenarios. Accessibility is defined as a firm’s ease of entering or supplying from or to a market (the “supply side”), and latent demand is an indicator of the potential in serving from or to the market (the “demand side”). Framework for Prioritizing Countries. Demand/Market Potential Driven Firm. Relative Accessibility. Accessibility/Supply Averse Firm. In the top figure, the firm is driven by market potential, whereas the bottom figure represents a firm that is driven by costs or by an aversion to difficult markets. This report treats the reader as coming from a “generic firm” approaching the global market – neither a market-driven nor a cost-driven company. Planners must therefore augment this report with their own company-specific factors that might change the priorities (e.g. a Canadian firm may have higher accessibility in Canada than a German firm). Latent Demand and Accessibility in Ukraine. This report provides a detailed overview of factors driving latent demand and accessibility for health insurance services in Ukraine. Latent demand is largely driven by economic funda
